Tackling the housing affordability crisis will require strategically combining zoning updates, identifying new funding sources, creating more permanently affordable housing, preserving affordable housing people are already living in, and making sure they have access to the protections and support they need to remain in it.

Tenant support services

Expand and strengthen the Portland Housing Bureau's Rental Services Office and its offerings.

Affordable housing resident services and management

Cultivate mission-driven property management and fully fund resident services.

Limited-equity co-operative housing initiative

Pass a tenant/community opportunity to purchase act, with technical assistance and funding to both create and convert existing multifamily to limited-equity co-operative housing.

Social housing program

The City of Portland should establish a social housing program and designate a lead agency to administer it.

Permanent funding for housing and supportive services

Establish a permanent funding source for supportive housing services and affordable housing production and preservation.

Public Land Bank

Establish a local land bank agency to acquire and prepare land for affordable housing construction.
